The firm was disqualified during preliminary evaluation for hiring of Social Mobilization Implementation Partners (SMIPs), due to non-submission of documents or lack of required information, which was required to conduct a proper evaluation of the firm. Despite several attempts, the required information on firms behalf, as a result they did not meet eligibility criteria of qualification and thus they were considered as non-responsive.

As per Grievance Redressal Mechanism, the firm submitted review application to Grievance Redressal Committee at Education Department level. It was re-evaluated in the presence of committe chaired by Special Secretary Education. The firms submitted requisite documents and after re-evaluation, SHAOR was found to be responsive as per the technical requirements and further allowed to participate in the financial opening.
